Remove some PetscCheckFalse()

ISLocalToGlobalMappingCreateSF: use PetscSFGetLeafRange, PetscCheck

Fix mpiu_allreduce to always return PetscErrorCodes, never MPI error codes

Both for debug and optimized builds
