disable python2 support - now python3.4+ is required
- update CI tests to use python3
- continue to use python2 on MacOS CI [due to python3 issues on 10.15.7]

Current PrgEnv-cray is broken with -O3 [wrt metis, chaco, petsc sources] so temporarily disable optimization.
