output files without suffixes still used the _1 suffix,
and the new test harness kept that conventi

The previous test harness had the convention that
output files without suffixes still used the _1 suffix,
and the new test harness kept that convention. This
creates confusion for developers so we make explicit
that the default suffix is 1 at the testparse.py level.
