Remove the use and definition of __FUNCT__ throughout the code

Since all modern C/C++ compilers provide this functionality we no longer need to provide it manually in PETSc

DM: DMBoundary is now in DM, not in DMPlex

All DMBoundary routines depend only on DMLabel, not on the DAG, so
there's nothing to prevent it being used in other DMs.

DM: move Get/SetCoarseDM from DMPlex into DM
