Remove these fields from all man pages (but not from examples).

This is accomplished with GNU sed (gsed on OS X), with the following commands.
*Warning* that this type of command can corrupt a .git directory,
so be cautious in reusing or modifying these commands. They first look
for and delete matching lines with a following line consisting of only whitespace,
and then delete any remaining matching lines.

A large number of man pages are improperly formatted because of the lack of a newline after "Notes:", "Fortran Notes:", or "Developer Notes:".
This batch adds those newlines, with 4 spaces of indentation afterwards.
The uniform indentation arguably makes the man pages a little less readable in the source itself,
but overall this hopefully has a large positive impact on the readability of the HTML pages.

Optimized version of snes/examples/tutorials/ex1f.F produced incorrect results when lx_v() and lf_v() were declared as of dimension 1 with optimzed builds only. Cannot explain exactly why this happens but since we are using VecGetArray() from Fortran we are gambling with the compiler regardless
make the PetscRandom object used in GAMG to be a public object that can be controlled via the options database. This allows the same example to produce the same results with real and complex numbers by using the option -pc_gamg_random_no_imaginary_part
added parallel tester for examples. Crude but it reduces a basic alltests on my laptop from 25 minutes to 7 1/2 minutes.
