Fix a byte-swapping error. Previous behavior reversed the byte order of chunks the size of __float128, thus transposing pairs of 64-bit double entries.

Note that -binary_read_double still does not function as intended (similar logic can be added to PetscBinaryRead, but for vector data, a separate MPI-IO procedure exists to read binary data).
