checkphasta.cpp: appease the IBM toolchain

add preprocessor constants to enable non-standard printfs

mpi header dir needed when not relying on mpi compiler wrappers

format the restart name string correctly and pass it to the openfile fn

constructname takes the file handle

remove the format enum

compiles...

close the dir and stop the leak
