Note iOS framework not tested on iOS device

both OSX and iOS build .dmg distribution files and examples
Currently OSX distributes the release version and iOS the simulator version eventually each will distribute both

converted OSX frameworker and installer to use location PETSc-OSX/release or debug
only release implemented
